Career Intervention Program Design

Self-determination theory is the study of human motivation, functioning, and personality concerned with supporting ones natural tendencies to behave in a healthy way. According to this theory, there are three universal needs of an individual. They include competence, which is the need to be effective in dealing with environment, relatedness, which is the need to have a close relationship with others, and autonomy, which is the need to control the course of life. The selected target population is ex-offenders. This population consists of individuals or groups of individuals who have a history of criminal offenses and are in a transition to become employees. Unemployment is related to poor physical and mental health, and the likelihood of an employed person committing a crime is minimal.
Since imprisonment leads to poor social ties with the family, community, and coworkers, a career intervention would be necessary to help in rehabilitating ex-offenders. The One-Stop Career Center is one of the programs that improve the employment chances of ex-offenders by referring individuals to labor demand occupations. This program also partners with other institutions to provide employment to ex-offenders. Besides, the program may provide additional services like housing, education, training, mentorship, and counseling on interpersonal skills and self-esteem.
The objectives of the program include providing sustainable job opportunities to ex-offenders as well as improving the social bonds with their families, community, and colleagues. The program also aims at allowing proper transition from an ex-offender to a responsible citizen. The required resources include learning links for ex-offenders to equip them with more knowledge and skills for the specific job activities they are undertaking. In addition, on-site resource rooms equipped with personal computers and laptops with the Internet can be provided. It will help ex-offenders communicate with more people having the same experience and find useful information to enhance their knowledge. Mentorship is also provided for the target population through community volunteers, peers, and directly through members involved in the program. The program should take approximately one year, though its duration may depend on the complexity of a clients situation. The meeting topics of discussion should include training on budgeting, time management, job-related skills, decision-making strategies, and connecting ex-offenders to their mentors and peers who provide social, emotional, and moral support for them.
Career decision scale is a tool used to assess the effectiveness of career interventions, counseling interventions, and career courses. The tool may be used to solve the indecisiveness problem of individuals seeking employment and the responsiveness of ex-offenders to the services they are receiving from the program. Moreover, the tool surveys the status of an individuals decision-making process. Ones indecisiveness is characterized by the unwillingness or inability to make decisions, frustration, anxiety, low self-esteem, difficulty choosing among options, and lack of confidence. With the help of the career decision scale, problem areas are identified, and the outcomes of specific individuals struggling with indecisiveness are also measured.
To select a specific assessment for ex-offenders, certain factors like an employees age, sex, education level, and appropriateness to work in a particular work environment are considered. This appropriateness is based on an individuals health status, psychological status, and physical and mental ability (Harrison & Schehr, 2004). The selected model of evaluation is the Manage, Build, Strengthen, Develop, and Clarify derived from the self-determination theory. According to this model, potential environmental barriers are identified by both the counselor and ex-offender, and possible solutions to overcoming each of the barriers are discussed in detail (Johnson, 2013). The techniques of rebuilding healthy relationships with members of the community and family are also considered. The feedback given by the members of the community is used in goal setting and later in discussing possible outcomes.
To achieve the program objectives, one should create a good method of communication between the stakeholders. Effective communication involves exchanging information and understanding emotions and intentions behind the information. Communication in the One-Stop Career Centre should be handled using a one-on-one meeting, which is the most effective form of communication. Further, these meetings can be arranged technologically by people in remote areas through video conferencing method, thus allowing people in distant places to attend them. During one-on-one communication, feedback from ex-offenders is encouraged, which helps managers of the program get a report on their progress, challenges, and contribution towards the program. Occasionally, these reports may be written to give the general proceedings and achievements of the program and to measure the outcome of the project. The aforementioned reports may be written once in a year by managers to outline their objectives and achievements.
An employee satisfaction survey is a tool that one may use in the form of a questionnaire. The tool should be applied to evaluate how passionate an individual feels towards their jobs, the environment within which they are working, and the effort they make to reach their professional goals. The survey makes it possible for the counselors in the program to monitor and understand the employees level of satisfaction, as it is directly related to their performance. Furthermore, it determines how long an individual will remain at the current place of employment. The objective-based model is one more evaluation approach that identifies whether the objectives of a certain program have been achieved and determines the outcome of a specific activity. As the effectiveness of the proposed program is measured by the extent to which the goals have been met, the objective-based model will help improve, modify, maintain, or discontinue some aspects of the program.
Despite the well-designed steps of the program of career intervention for ex-offenders, many obstacles may arise in the process of transforming their lives. Insufficient funding, the lack of partnerships with other groups or individuals, and no support from the government may derail the vision of the One-Stop Career Center. The lack of interest in employment or unwillingness to transform from the part of the ex-offender regardless of the provided resources is also a major setback in the progress of the designed program.
Although there are many unemployment challenges for recently released prisoners, programs such as the One-Stop Career Centre help ex-offenders to successfully transit from prisoners to employees who can easily fit into society, gain acceptance, and remain productive. The main aim of the program can be reached through the training directed towards gaining relevant skills and the counseling offered to help overcome addiction, depression, and low self-esteem. The designed career intervention program is a possibility to reintegrate ex-offenders into society, raise their self-esteem, improve their knowledge and skills, and prevent the cycle of recurring crimes.
